If the changes in question don't necessarily cost money, can't they stand the potential to be implemented regardless of the budget - which has to deal with the money sides of things but not the non-money things, so you wouldn't (to pick a very arbitrary thing) announce an increase in the age of consent to 21 in the budget.

They're surely things to be thwapping various pertinent minister / junior minister people about implementing, with the "this bit of your manifesto, it has not got any significant cost and is a distinctive libdemmy thing to press for out of the coalition"?
